2020-21 School Plan Update
In response to guidelines published by the Illinois Department of Public Health on August 11, District 99 opened school with a fully remote schedule on August 17. The new guidelines, which the district must follow, included major changes in “close contact” and “COVID-like symptom” protocols. These changes prevented the district from holding in-person learning as planned. The IDPH is expected to release additional metrics to guide schools this week.
The district will continue its pursuit to create an environment where it can safely hold in-person learning in a hybrid model for students; administration will make a recommendation to the Board at its next meeting on Monday, September 14. As a result, the earliest the district would return to in-person learning if it is safe to do so would be September 21.

Tentative Budget for 2020-21
Controller Mark Staehlin presented the tentative budget, which the Board will be asked to vote to approve on September 21. The pandemic has impacted the district’s budget negatively, and losses in the upcoming fiscal year are projected to be $2.8 million. For 2020-21, property taxes will remain stable; however other local revenue sources are expected to be dramatically reduced.
In order to protect educational programs offered to students in this emergency situation, the district will issue $10 million of the $30 million in working cash bonds available.
“This is a success story of the finances in this district, this is not a negative of the finances that we have in this district,” said Dr. Hank Thiele. “As a result, our students will be well served.”
“I think we’re really fortunate to be in this position,” said Vice President Mike Davenport.
Master Facility Plan Update
The Board heard an update of the Master Facility Plan project progress at both schools; completion of the Phase C projects will be completed in the fall of 2021. The current contingency fund is $3.7 million; administration will recommend any remaining funds be directed to modernizing classrooms and making them consistent with the new, updated spaces.
