Gov. Bruce Rauner gave his second State of the Budget speech Wednesday. He offered a two-path approach to address the state’s budget deficit. The first path is to include structural reforms that will subsequently grow the economy and enact cost-saving measures such as pension reform, procurement reform, and the sale of the James R. Thompson Center in Chicago.

The second path would require the legislature to enact the Unbalanced Budget Response Act which would grant the Governor authority to cut spending. This would mean severe cuts.

 Another highlight in the Governor’s address is his plan to increase early childhood education by $75 million.
